Agreement background

The Franchise

The City of Langford has signed a Partnership Agreement with West Shore Environmental Services Inc., an operating company of Corix Utilities, to own, operate, expand and maintain the sewer system within the municipal boundary of Langford. Accordingly, throughout the Term of the Agreement, Langford and West Shore will cooperate with each other with a view to furthering the purpose and objectives of the Agreement. The term of this Agreement is for 21 years with the right to renew for an additional 21 years.

Sewer Connections

West Shore accepts applications for sewer services directly from customers. West Shore will make available, at the owner’s expense, grinder pumps to single or two family dwellings where necessary to facilitate connection to the sewer system. For residential customers, subject to approval of credit, West Shore will make available financing for connections as well as on-site works necessary to connect to the system.

Where customers have septic systems (tanks and fields), West Shore will not allow connections to the sewer system unless the septic system has been decommissioned in accordance with Langford bylaws. In cases where residential owners qualify, West Shore will also make financing available for the associated costs.

Land Developments

West Shore will proactively work with developers to facilitate sewer expansion to new developments. All new on-site sewer infrastructure must be in accordance with Langford’s current bylaws. West Shore and the City of Langford will review both design and “as built” drawings of sewer infrastructure prior to connecting such works to the system.

Sewer Capital Plan

West Shore will maintain a five year Capital Works Plan for new infrastructure and new plants, including inflow and infiltration works. This Plan will be up dated annually. The Plan will have target dates for the completion of design and completion of construction of each project.

The City of Langford and West Shore will meet at the beginning of each year to develop the Sewer Capital Plan. The City of Langford also has the right to add sewer projects to the list for the following year provided they do not exceed 10% of the estimated cost of construction the sewer projects then shown in the Sewer Capital Plan for the following year.

Sidewalks and Resurfacing Highways

The Sewer Capital Plan will include an amount equal to 3% of the estimated sewer construction costs for the construction of sidewalks or resurfacing of highways.
